What they are:

Closed Captions, also known as subtitles, "provide content to people who are Deaf and hard-of-hearing. Captions are a text version of the speech and non-speech audio information needed to understand the content. They are synchronized with the audio and usually shown in a media player when users turn them on" (W3C, n.d.).

Why they're used:

Research shows that "captioning a video improves comprehension of, attention to, and memory for the video. Captions are particularly beneficial for persons watching videos in their non-native language, for children and adults learning to read, and for persons who are D/deaf or hard of hearing" (Gernsbacher, 2015).

Plain language is defined by the Oxford English Dictionary as being "speech or writing that is direct, straightforward, unostentatious, or easily understood."

Why it's used:

Quite simply, plain language is used to describe things and make it easier to understand what one is reading. Below are a few examples from the Plain Language Action and Information Network, an unfunded working group of federal employees from different agencies and specialties who support the use of clear communication in government writing.

Through measures such as, building safely within the floodplain or removing homes altogether; engineering buildings and infrastructures to withstand earthquakes: and creating and enforcing effective building codes to protect property from floods, hurricanes and other natural hazards, the impact on lives and communities is lessened.
